Interview #88: Greensboro, NC Council Member Justin Outling (with podcast)

Few people have had as eventful a three years on their city council as Justin Outling has had in Greensboro. From the infamous transgender bathroom bill to screening police body camera footage in a meeting, we relived some of the most contentious moments in his council chamber.

Q: I noticed that every council meeting, you bring in a courier. Is this a position of honor or does it go to the city employee who’s about to be fired or what?

A: I think definitely more of the former than the latter! Greensboro city council has had a courier for quite some time now and that person’s task is to provide council with notes either from staff or from persons in the gallery. It’s traditionally a city employee from one of the many departments who has the pleasure of spending four or five hours with us on a Tuesday. Human conveyor belt is probably an apt description.

Q: But if they drop a bunch of files on the floor, they’re not gonna walk in and be fired the next morning in the Parks and Rec department, right?

A: If the call were mine, they would not be fired. But that’s really the city manager’s call. So all couriers in Greensboro, beware: don’t drop the papers!

Q: At one meeting, your Republican state representative came to defend the controversial North Carolina transgender bathroom bill. Do you as council members have to watch what you say about higher level politicians in meetings to avoid them retaliating against you?

A: I think there is a lot of strategy that one has to undertake in moving the ball forward and working with state legislators who do have the power to make your life difficult and act against the interests of the city. There are definitely occasions where you have to exercise restraint and do what you think is best for the city, not necessarily what’s best for your sanity.

Q: In the summer of 2016, there was an incident involving a white police officer who used excessive force against a black man and it was captured on body camera footage. Your council decided not only to release that video, but to do it at a council meeting, on camera, with a full room of onlookers. I can imagine council members in other cities going, “what? Why would you ever do such an emotionally-charged, embarrassing, or uncomfortable thing in a council meeting?” 

A: Allowing the citizens to actually see what happened and giving them an opportunity to express their frustration, their disappointment, and their hopes for the future–through that incident, it helped bring some members of the community closer together. It perhaps wasn’t the best for council members’ egos in terms of hearing a lot of unpleasant things from members of our community who were hurting like we were.

Q: As the footage was playing in that council chamber, I’m not sure what you were expecting to happen, but did it happen?

A: Yeah, I was expecting to see a lot of hurt on people’s faces, and that’s exactly what I saw. And it’s the same images I saw on the faces of my colleagues the first time we saw it in a closed session.

Q: Do you see a divide on your council between people who consistently think about what the proper role is for council members, and then others who are better at reacting to the mood of the room?

A: I think there is a divide. I would not characterize it as being better to reacting to the mood of the room. I think some people are much more willing to tell folks what they want to hear, notwithstanding the merit. The reality is that I’m an elected member of Greensboro city council. It is not about me feeling good about what I say and what I do.

#133: Anderson, SC 9/25/17

There are two things that are universally beloved: cute babies and the fire department. And the Anderson city council meeting had plenty of both.

“I’m gonna ask Chief Bratcher to come up with his wife,” Mayor Terence Roberts beckoned the interim fire chief to the stage.

City staff, meanwhile, wheeled around in front to ogle the talkative toddler bouncing on his dad’s knee.

“Sometimes we get so busy and the chief was doing such a good job being the interim chief, we kind of forgot to recognize him,” the mayor smiled sheepishly.

“I’m going to do the oath of office and I think his wife is going to have a role in this too.”

He looked down at his script and quoted the oath. “I do solemnly swear–”

“I–” began the chief before his quick-thinking wife nudged him to raise his hand. Immediately, he sprung his right arm upward. The mayor was right: she saved the swearing-in!

After accepting his badge and shaking hands with the city council, the chief invited eight of his men to the front for their own promotions. The baby gurgled and cooed while they all stood silently and were pinned with their shimmering badges.

Now came an interesting assembly line: with eight council members plus four city employees, a whopping 96 handshakes were performed in the space of minutes. The microphones picked up a rapid-fire volley of “congratulations, congratulationscongratucongratcongrats.”

If they could handle that onslaught, they can certainly handle a three-alarm blaze.

As the mass of family, friends, and–tragically–the baby mobbed the exit, the police chief strode to the lectern. He had his eyes on a new set of wheels or two.

“The Interceptor is very handy,” he praised his preferred secondhand purchase. “It’s something different from what we already have. That vehicle will be equipped with lights and a siren.”

His other wish list item was a Dodge Ram. “That vehicle will be an unmarked vehicle,” he explained. (Oh, crap–should I have printed that? Forget I said Dodge Ram. It’s…a Suburu Outback. Yeah.)

“The old cars that you put up for auction,” Council Member Beatrice Thompson raised her hands quizzically, “is anybody buying those?”

The chief let out a light chuckle. “Yes, ma’am. I’m really surprised. We had one of the cars and I drove it from the PD on its last journey. I gave it some gas and it coughed.”

Council members laughed. Then the chief hit them with the punch line. “I believe that car sold at auction for $1,300. I was amazed.”

Murmurs of astonishment flitted across the room. I’m surprised as well: a sentient, coughing police car?! I’d empty my savings account for that modern-day Chitty Chitty Bang Bang.

But it was the fire department that had the last word.

“We’ve had interest from citizens about the Veterans Parade,” city manager Linda McConnell reported to the council. “You will remember the group that normally put on the Veterans Parade was unable to do so last year. Our own Fire Chief Randy Bratcher rallied the troops and the parade went off without a hitch.”

Apparently, all that previous time spent not being sworn in was put to good use because, she disclosed, “Randy and his group are once again spearheading that effort, which is scheduled for Sunday, November 5.”

To reassure citizens, she added, “the chief’s wife is assisting with that as well.”

Whew! The parade is in capable hands, indeed.

Interview #62: Jefferson City, MO Mayor Carrie Tergin (with podcast)

I talked to Carrie Tergin last year about her reputation for taking “selfies with the mayor.” But after this year’s International City Hall Selfie Day, I HAD to get her take on the 2017 artwork.

Q: A couple of weeks ago it was International City Hall Selfie Day and I’d like us to critique some of the city council selfies that people sent in. Let’s start with your image. What’s going on there?

A: This is Cardboard Carrie decked out in the eclipse glasses. Councilman [Rick] Mihalevich, who had to run the meeting in my absence, really got a workout and took several pictures. I’m very impressed with Rick and his form.

Q: Of the top 10 city council selfies, did you have a favorite one?

A: First of all, I loved every single one! This Columbia, South Carolina–the gentleman holding it up, he’s kind of got his mouth open. You can tell it might be his first selfie ever. It makes me think of maybe my dad if my dad were to take a selife! He really made an effort.

The second one would be Ocean City. That is, like, wow–Mr. Fuzzy Britches? How impressive! Why didn’t we think to bring Darco, the police dog?

I would say my top choice was Madison, Wisconsin. It almost looks like Maurice Cheeks is standing in the center of the world. He has literally put Madison at the center of the world and that would be my top pick.

Q: Maurice Cheeks’s selfie also has excellent product placement–he’s holding a City Hall Selfie Day sticker! But Mayor, if you came into a council meeting and noticed a big stain on the floor and the police chief told you, “that is from our horse that we brought here after hours and he pooped on the floor,” what would your reaction be?

A: I think I may frown on that just a little bit! I mean, hats off to our police officers, our firefighters, and honestly, that includes our police dog, Darco. It includes Mr. Fuzzy Britches the horse. That’s something else I liked about [International City Hall Selfie Day]: when you recognize those who keep our city safe.

Q: Carrie, I heard an anecdote at one of your council meetings that Jefferson City stopped making public commenters give their address because people were getting fan mail from prisoners who were watching. Is that true?

A: [Laughs] A couple of reasons: one is safety. When you’re at a council meeting giving your address, we do stream our meetings live. So, “oh, guess what? So-and-so who lives at XYZ? They’re not home right now!” You don’t want something to happen. And two: we welcome people whether you’re inside city limits or not.

Q: I saw that a Thomas Jefferson reenactor stopped by one of your meetings! How often does he come in?

A: In Jefferson City, we do celebrate as often as possible. The thought was, let’s have a birthday celebration for Thomas Jefferson and why not invite him to a council meeting?

Q: Do you think the next City Hall Selfie Day, you’ll get a picture with Thomas Jefferson?

A: He kind of photobombs a lot of my selfies because he’s on the city seal behind where the mayor sits!

#116: Granbury, TX 7/5/17

The Fourth of July may have been the day before, but here at City Hall the mayor cracked open a tall can of Texas pride.

“It’s my honor to kick this meeting off with a very special presentation–an award for the video of the ‘Granbury PD Officer Saves Child’s Life‘,” Mayor Nin Hulett proudly revealed.

“The video showcases the heroic actions of Officer Chase Miller using CPR to save a three-year-old boy,” he continued. “When he arrived, the boy was unresponsive. Officer Miller performed CPR until the boy was able to breathe.”

“The post of the video has been viewed 37 million times.” He paused to let the staggering number sink into his own consciousness. “Really!”

After the mayor congratulated the city employee who skillfully produced the tear-jerking piece of cinema, a burly citizen stepped forward to comment upon it.

“One of the things I think is very significant: the comments I saw in the video was about how positive this video was and how it made people feel good,” he smiled widely.

Well, there’s your headline, folks. “Man Reads YouTube Comments, Finds Positivity.” Talk about a rare event!

But of course, this being Texas the day after July Fourth, I could have guessed what was coming next.

“I have a property I own,” a woman shot a combative look across the dais. “I don’t live at the property, but I actually went to watch the fireworks. While I was there I was really shocked.”

She smiled out of macabre amusement. “We’re in the city and across the street is in the county.  The subdivision across the street, people shot fireworks in that subdivision. Those homes are six, seven, eight feet apart at best.”

She waved her hand in disbelief and uttered an appropriately-small town Texas reference point: “you could almost reach out and borrow somebody’s sugar!”

“The people shot fireworks till the wee hours and THIS–” she held aloft a charred firework shell “–is the kind of thing that came onto our property ON FIRE! Like professionals would use!”

Her tone turned conspiratorial. “I think they purchased homes because they’re not wanting to follow city rules and regulations. I think that brings a different type of population.”

Oh, please. It’s just a couple of fireworks. It’s not like they could shoot target practice in their front yards.

“They could shoot target practice, I found out, in their front yard!” she exclaimed. She added, in the second-most appropriately-small town Texas reference point, “I’m not opposed to gun rights by any means!”

Well, across the street in the county may be Lord of the Flies but here in Granbury, folks care about rules. For instance, the rules of health insurance.

“I want to give you a scenario,” Council Member Gary Couch quizzed the human resources director. “Let’s say we have an employee in Colorado and they’re skiing and they break a leg. What’s gonna be the burden on the employee?”

The burden, sir, would be a couple of hundred pounds on just one leg. Otherwise, the director mused, “that would be considered an emergency and it would be paid for under the normal terms.”

“Let’s say they had food poisoning at a restaurant,” Council Member Couch leaned in like a grizzled district attorney in a courtroom.

“I think that’s probably an emergency as well,” was the response.

Couch narrowed his eyes a moment. “All right. Thanks,” he muttered.

Interview #29*: Miami, FL City Manager Daniel Alfonso (with podcast)

Daniel Alfonso is a longtime government employee and Army sergeant. But amazingly, he is also a survivor of Miami’s city commission meetings. What does that mean? Listen to the incredible story.

Q: Is it a different experience being in the council meeting room–or is basically what you see on TV what it’s like in real life?

A: When I’m sitting on that dais, you actually see the faces of all the elected officials. You see the reactions. You see the public because your peripheral vision sees the entire room. When you’re looking at it on TV, you’re only capturing the images of the camera at that particular moment.

Q: Last April, I saw a wild thing at your city commission meeting: the commissioners tried to fire you! I know this is Florida and the threshold for something being shocking is fairly high…how shocked were you?

A: I was a little surprised but I wouldn’t say “shocked.” The meeting that took place that day was a difficult one. What led up to it was that I had terminated an employee who I believed had done something wrong. That employee had some ties to the community and there was a number of people that came out in support. I never [publicly] disclosed the reasoning for the termination because I didn’t need to add insult to injury.

Q: While this is going on, you are staring straight ahead. But behind you is this striking scene of two dozen city employees standing silently behind you. Did you notice what was going on with them?

A: Initially I did not. That day, [my wife] was watching that portion and she sent me a text. She just said to me, “why don’t you get up and come home?”

Q: Mmm.

A: I took a moment to look around and I realized that I had pretty much my entire senior staff–even the police union president–was standing next to me. And he’s a person we definitely have had differences with. I felt pretty good about that. So I responded to my wife, “look at all these people standing behind me. I can’t.”

Q: At this point, the mayor comes into the room. He is not amused. Basically, he said, “if you fire Danny, I’ll veto it. If you override me, I’ll just hire him again.” Were you thinking, “god bless this man for sticking up for me?”

A: That was an incredible moment as well. The mayor really came out and supported the job I’ve been doing and supported me tremendously that day. I was actually impressed by how strongly he felt about keeping me for the rest of his term.

Q: At the end of this ordeal, Commissioner Ken Russell said, “this is your come-to-Jesus moment with the commission.” Danny, did you find Jesus in that commission meeting?

A: [Laughs] I’m a religious person and I found Jesus long before that day!

Q: Ha! Do you think that the commission handled this in the best way–in a public meeting?

A: That’s what we in our position expose ourself to. Would I prefer to have a private discussion with each commissioner individually? Yes. But this is the way our elected officials decided to have this discussion.

Interview #41: Detroit, MI Council Member Raquel Castañeda-López (with podcast)

Raquel Castañeda-López grew up in Detroit and now she is on the city council, dealing with some truly vexing problems people bring to her: decay, violence, neglect. We talked about challenges from the public, challenges with fellow council members, and the challenges of eating during council meetings.

Q: I came across something disturbing in your background that frankly your constituents ought to know about. You posted this on your Facebook page:

Tell me about the kinds of things you eat in the city council meetings.

A: I switched to smoothies mostly in the meetings. We will share kale chips or salted seaweed sometimes. Nuts, granola…things you can eat pretty quickly and not make too much of a mess.

Q: I noticed that your council meetings can go pretty long. Recently, the council president added a rule limiting statements by council members to two minutes–

A: Well, the rule has always existed. Unfortunately, it is difficult to enforce it amongst the council members, as we are all prone to talking quite a bit. The reminders come when it’s kind of getting out of control. Meetings, honestly, have been longer than five or six hours sometimes.

Q: If I were going on for too long, how would you politely tell me to shut up?

A: Depending on the content–if you’re talking about something that’s not related to the agenda item, you could say “point of order.” You could “call the question” on a vote to end debate. You could also accuse someone of being out of order. I’ve definitely had people call “out of order” on me, whether justified or not!

Q: Not only do you have your regular meetings downtown, you guys hold meetings around the city at night. They can start off at times like pep rallies, but then they usually turn into extended pleas for help. Do you get anxious before the meetings because you know what’s coming?

A: No. I think there is some mental preparation but it’s our job. You have to be compassionate. The frustrations and suffering that we heard in the comments is very valid. Having been born and raised here, I understand not having very good city services at times and feeling afraid and forgotten. I think the frustrating piece is that sometimes as a council, we don’t have the power that people think we do have. It really lies with the mayor’s office. So trying to explain that to people without them feeling brushed off [is hard].

Q: Well, I get all of my news from the president’s Twitter account, so I know things in Detroit are going “so badly.” What are the three issues that come up most often in your council meetings?

A: I think it’s city services in the neighborhoods. Really. It’s about people having basic quality of life needs met. Safety is always a major concern.

Q: One more thing about public comment: it’s common for council members to respond to people right after they talk to you. Do you know other councils don’t do it that way?

A: There’s pros and cons. It’s weird to come and talk in a meeting and there’s just no response at all. It’s nice to answer the person right then and there if you can.

#91: Reading, PA 3/13/17

Dateline: Reading City Hall.

A snowstorm was hours away from besieging the area. Inside the council chamber, city leaders were calm. But they were nervously watching the clock.

“I believe we have one speaker,” Council President Jeffrey Waltman scanned the crowd.

“Two,” the clerk corrected him.

“Chris, do you mind reading our public comment policy?” requested Waltman with a polite nod.

Surprisingly, the policy was more detailed–and considerably harsher–than I am used to.

“Citizens may not approach the council tables at any time. Any person making threats or becoming unruly may be barred from speaking or cited,” a staffer read solemnly. “Failure to abide by these regulations could result in removal and/or citation.”

Wow. I could only imagine the kind of person who would’ve made those rules necessary. Luckily, I didn’t have to imagine–she was already standing at the podium.

“Greetings from your favorite, no-good, dirty, evil landlord,” a short-haired woman in a poofy jacket boomed at the council. “That’s the stereotype, so I just roll with it.”

She bulldozed straight to the point. “My housing permits WERE paid. The city HAD my money. They didn’t give me credit for it. What you got was FAKE news. BOGUS facts.”

Brandishing a newspaper, she ranted, “you know, the great freedoms we enjoy in this country allow people to be pretty slovenly with them. And I am referring to this word right here.” She jabbed a pen at the offending headline. “What happened here is NOT an error. And I think everybody knows it.”

As she plopped back down, Council President Waltman glanced at Reading’s city auditor, who had a lighter, less bogus piece of news.

“I was able to attend the 12th Annual Battle of the Badges. It was Reading police and fire working as a team versus the Allentown police and fire.” Everyone inched to the edge of their seats in anticipation of the score.

“Reading’s team won by 7-6. Officer Pete Karpovich was the star of the game for Reading,” he announced with the enthusiasm of…well, an auditor.

Managing Director Glenn Steckman quickly cut in. “I think David failed to acknowledge the outstanding coaching of the game by the chief,” he said, prompting light applause for the fire chief sitting contentedly in the back.

“I was at the game,” Council President Waltman mused. “I was worried. If the police and the firemen are playing the police and the firemen, what do you do if a fight breaks out? Who do you call?”

Speaking of fights, something was irking one of the city’s employees sitting up front.

“I have to respond to [the public commenter’s] point where she complains about a ‘bad neighbor’ who has not kept up their property. The neighbor is the Centre Park Historic District.”

The District, he spat, “has tried repeatedly–REPEATEDLY–to reach some accommodation so they could put ladders to make the repairs. She has been extremely difficult to work with.”

Immediately, Councilwoman Marcia Goodman-Hinnershitz deftly steered to less choppy waters. “I think the point about being a good neighbor is what’s gonna help us get through the next day and a half as far as the snow goes.”

She added, “I have a little bit of money–if people want to shovel, they can come to me. I will pay for individuals to help shovel out our seniors.”

#87: Coralville, IA 2/14/17

Love was in the air at the Coralville Valentine’s Day city council meeting! It was a momentous night: the city had finally asked a new police chief to tie the knot. And he said, “I do.”

“A very prestigious, memorable item on our agenda,” Mayor John Lundell flashed a big grin. “I would start by entertaining a motion to approve the appointment of Shane Kron as our police chief.”

The council members were so giddy, they trampled over each other to agree. “So moved!” a couple of them shouted out.

Mayor Lundell chuckled. “We have an outstanding police department in Coralville. Our outgoing chief, Barry Bedford–he’s been part of the department for 43 years. But also, 16 of those years, Shane Kron was a member of the department.”

City administrator Kelly Hayworth gently broke in. “It’s longer than 16. I believe it’s 27.”

Realizing he was WELL outside the margin of error, the mayor blurted sheepishly, “Oh, I’m sorry!”

Your honor, take it from me: before you commit to a new beau, you should know their WHOLE relationship history!

“Mayor, this paper just says, ‘do u like me? yes, no, maybe’.”

Also, don’t say weird things about them. Like this:

“All four candidates were cream. But the cream rose above the cream to the top. And here he is, and is our new chief,” rhapsodized Council Member Bill Hoeft in a stilted Maya-Angelou-of-the-Midwest rhythm.

After the chief was sworn in, the mayor caused a few disheartened chuckles when he announced, “now on to the exciting next item: the budget!”

Hey, hey, don’t be so facetious, mayor. There was plenty of good news for C-ville: property taxes were unchanged for the eighth consecutive year! The water plant is getting a brand new filter building! And corn has never been yellower!

A man in a striped shirt and red tie sprung to the podium and signed the guest register. He had prepared a wide-ranging soliloquy about the budget, the city council, and his…um, unique hobbies.

“As always, I have reviewed the budget,” he said. “I kind of live the budget. I’m a gym rat for budgeting, if you will.”

I will. Go on.

“I would ask, how’s your own checkbook? You don’t have to answer that, but you’re dealing with your money at home and your money down here, so they should both be in pretty good shape.”

You’re losing me, citizen. I don’t think anyone’s going to whip out their checkbooks, so how about we close strong?

“Think about this: if you shower quicker, you would save yourself some money. And anytime you see someone watering their lawn, send them a thank-you card because they’ll be using all that water and spend a lot more money than you will if you shower,” he proclaimed like Columbo cracking the case.

The council members took a second to digest this insider tip.

“Thank you for caring” about the budget, Council Member Laurie Goodrich offered politely.

As council members gathered up their papers, the city attorney had a piece of news to share that he had evidently been sitting on for 45 minutes.

“The city attorney’s office approves the appointment of Shane. Also, I can’t help but notice that we don’t have to worry about him tearing his hair out over anything!”

Everyone let out a snicker at the shiny-domed chief. I’m sure he can look forward to maaannnnany more years of jokes like that.

#75: Livonia, MI 12/19/16

Inside the Livonia city council chamber, it felt like the last day of school before Winter Break. Oh, sure, THEORETICALLY there was work to do. But there were also plenty of hugs and goodbyes to go around.

“Welcome to the 1,815th regular meeting of the Livonia city council,” President Kathleen McIntyre dutifully announced. While I’d like to imagine McIntyre boarded up in her office and forlornly drawing another line on a wall full of tally marks, that works out to roughly 76 years of city council meetings.

“My oldest daughter is now a teenager as of Saturday,” Council Member Scott Bahr (who, oddly enough, looked barely old enough to buy cigarettes) gave a shout-out at the top of the meeting.

“I would like to wish my oldest son a very happy 19th birthday,” Council President McIntyre dittoed. She looked directly into the camera. “He will be celebrating that on January 5th. He was originally due on December 22nd. The fact that he arrived two weeks late pretty much told us how he was gonna go through life–on his own schedule.”

There were a few uncomfortable chuckles.

Spirits were lifted, however, when cheerful Wayne County Commissioner Terry Marecki stopped by to say “hiya” in her thick upper Midwest accent.

“I’m sure you’re gonna enjoy your couple weeks off here with your regular jabs and doing this jab at night!” she exclaimed.

“I wanted to give you an update on 8 Mile Road. It’s been what, six weeks, Tadd [Todd], that they finished it? I want to assure you, it’s going to be done.”

She flashed a reassuring grin and a goofy sign-off. “You can tell your peeps!”

“Tell your peeps, your squad, your bruhs, your brahs, and especially your homies.”

Before the peeps could be told, there was one serious piece of business to do.

“This is a request to purchase a FARO 3-D laser scanner,” Council President McIntyre read. “This comes from the police for 3-D scene mapping. Good evening, chief.”

Livonia’s police chief stood with neatly-combed hair at the podium to explain this expensive purchase. “This is a huge step forward in our ability to map all crime scenes. You may recall the fatal accident that we had not too long ago. To map that scene with our current device took six hours. That scene with this device would take 30 minutes.”

Wow. From six hours to 30 minutes?! Sign me up for a baker’s dozen!

“This is exciting stuff,” Council Vice President Brandon Kritzman murmured in fascination.  The council approved the scanner.

As council members prepared to go home to their milk and cookies, there was a surprise comment from former Council Member James C. McCann.

“I didn’t plan on this, but as somebody who sat where you’re sitting, the ability of this council to work together–” he smiled proudly, like he was speaking at a high school convocation.

“Everybody’s always prepared. It is very nice to see a council that’s working this very well together. And I’d recommend to the voters that if they have the chance to reelect every one of you, they should do it.”

Final thoughts: Obviously I haven’t seen all 1,815 Livonia city council meetings, but I would easily rank this one in the top 400.
