“Tear It Down” — an explanation

Hello, councilheads! Next week, City Council Chronicles will be off its hiatus and back with new profiles of city council meetings from around the globe.

On the amount of time put into the story:

Amber Bailey contacted me on July 10, 2017 and the story came out on May 10, 2018. So doing the math, that’s ten months. I would say I spent over 1,000 hours on this, which works out to about 25 hours a week. It was a pretty time-intensive hobby.

Probably the biggest single category of work was watching the council meetings. The footage is archived with the local public access entity, which is called ICRC. The very first video is actually from the last meeting in 2014, so there are only 3.5 years of council meetings online. That was still nice, but there are some caveats to that. First, committee meetings did not start to be recorded until the last year or so. And there were several meetings that went untaped.

Watching the meetings, I took detailed notes about what was going on, which included time stamps so I could pull clips to use in the story. (I never counted up how many pages of notes, but my guess is over 200 typed pages just about the council meetings.)

Then probably the second biggest amount of time was spent on transcribing the interviews. I did about 60 hours of interviews and for every hour recorded, I spent maybe two hours transcribing everything. It was very time consuming, but I think it saved me time when writing the story.

On some of the challenges:

One thing I did encounter was that the set of characters in the beginning of the story was somewhat different from the characters who were there at the end. And generally, the people who had a lot to say weren’t around for too long, and the people who were around for long couldn’t remember a lot of things.

The main example of that is in Chapter 4, when the Change*nch co-founder, Nick Link, talks about city administrator Mark Fitzgerald taking him aside and calling him a “puppet master.” In Link’s telling, it was very dramatic and angry. And some people did remember the word “puppet master” being used. But other people could hardly remember what time of year it was or even what year it was. And the only reason I know is because the O’Shea lawsuit mentioned when it happened.

On fact checking:

Fact checking was a big deal for me. I read an article about the fact checker for “S-Town” and how he spent several months verifying the information in that story. One example he quoted was they needed to figure out whether something was “shellacked” or “lacquered” or “expoxied.” And no one could really remember or cared what the distinction was. But he had to eventually call an expert who recommended what word they should use in the story.

And I hold myself to a high standard, but that seemed a little too much for me!

I definitely got corroboration on a whole range of events and assertions. The best sources were obviously the council meeting videos because then I could see for myself what was going on. I did want to be very fair to people. I took out some lines near the end where I just could not get corroboration.

One example that came close to the “S-Town”-style fact checking was that at one point, Al Long in Chapter 7 says that Renee Stiles, when she was on the recreation commission, had a “binder” of plans for community events. I wanted to be accurate and find out if she really did have a binder. So I tried to find out if there was anyone else from 2009 or earlier who remembered this binder. The answer appeared to be no.

So I sent Renee Stiles a Facebook message. And she said months earlier that she was not really interested in speaking to me for the story, but I hoped she might be able to confirm this fact. And sure enough she wrote back and said what she actually had was “file folders” of plans, not a “binder.” So that is why in Chapter 7, you will hear Al Long speaking to the preparation of Renee Stiles in putting on these events, and then I interject to clarify the container in which she kept these plans was file folders.

On the schedule:

It was in early February that I began writing the episodes. That was a hectic time because around then, I set the date of May 10 to release the story. So I needed to write one episode per week beginning in February.

I was aiming for all of the episodes to be between 40 and 50 minutes, which, as you can see, did not happen. I spent a lot of time agonizing over what things to cut, what to include. But at the beginning of April, I had eight scripts that were written out–exactly what my voiceover would be, what the interviews were saying, whatever was in the council meeting clips. And I annotated everything so I knew where to pull the clips from and what part of the interview needed to be pasted into the episode.

In April, I started editing everything together. I finished each episode in about four days, which I consider fast. And again, that’s due to me knowing in advance what day and hour and minute to go to when pulling clips.

The part I hated the most was putting music underneath everything. It is so much pressure to pick the right song! And when you don’t have someone custom composing the music, whatever you choose may be perfect for the first 45 seconds and then it switches to a mood that is entirely different from what the story is trying to communicate.

Or I might have something that’s two minutes long, but I need something for 3.5 minutes. Or there’s the fact that I had a lot of sinister-sounding music and there just weren’t that many different sinister songs to choose from. So that was probably the part I hated the most, even more than transcribing the interviews, was picking the music.

First-term council member Allison Hiltz has already seen a ton in her first three months: a bicycle shop in distress, sexual harassment training on the rocks, and an uproar involving the Girl Scouts. Listen for all the details!

Q: There’s this image of city council meetings that they are the place you go if your back is up against a wall and you need to plead your case to somebody. On February 5, there were over half a dozen people who came to beg that your city council save the Second Chance Bicycle Shop, which was about to be evicted.  Were they correct to come to you in a meeting to ask for help?

A: Yeah. I think it’s always correct to come and talk about the community at council meetings. That’s what city councils should be. That’s our job to know what’s happening in the community and to help.

Q: Do you get the urge to drop everything and figure out how to help these folks out?

A: I always want to drop everything and fix everything but then I have to stop, take a breath, and just work on getting the right people on it.

Q: Right, you’ve got to pace yourself. You’ve got a four-year term! I heard you are a lifelong Girl Scout. Is that correct?

A: Yes!

Q: Nice, nice. Same here. What was the idea that the Girl Scouts had for the Aurora city council?

A: It was to protect the health and safety of minors who are in cars with people who are smoking.

Q: This proposed ordinance came up at the January 22 meeting. At one point, Council Member Bob LeGare said the ordinance was trying to “legislate the action of stupid people.” You took offense to his use of the word “stupid.” How do you respond to the argument that Bob LeGare may simply have been “telling it like it is” while you were being “politically correct?”

A: You know, I still stand by that comment. I understand that we live in a political world where you can just say whatever you want and call people the names that you want. I do think that as an elected official, you’re held to a higher standard. It is up to us to maintain a level of professionalism. I think once you start calling names over one action, why not start calling everyone else a name for whatever action they have?

Q: Was it the word that bothered you or was it the judgment behind that word being leveled upon people for some behavior?

A: It’s the judgment. No one’s saying that smoking in a car with children is a good idea. But it’s also not our job as council members to start judging the individual actions of people. Once you start passing judgment on people, it just goes into a whole different way of legislating that is not my preferred way.

Q: How surprised were you that between the first meeting with the Girl Scouts’ ordinance and the second meeting, the rhetoric had shifted to opposition?

A: I think it was easy for some to forget that these are 12-year-old girls. There was a lot of conversation about some things that I think maybe were not necessary to have said so vehemently and sternly in a public setting to 12-year-old girls. I would have much preferred those concerns to have been made to those Girl Scouts in a one-on-one context. It’s easy to forget sometimes that the people you’re talking about are real human beings and also 12.

Month in Review: February 2018

It was a tall order to pack a months worth of city council action into only 28 days, but February pulled it off. We welcomed new blood to a city council and saw one person walk away from the job mid-meeting.

We also had a busy podcast schedule, talking to people who are doing wonders for helping their constituents understand the meetings, as well as those who are frustrated by how opaque their council truly is. Plus, we got one promise to video stream council meetings by December!

#152: McMinnville, OR 2/27/18

Right away, McMinnvillians knew something special awaited at the top of the council meeting–almost as special as me calling them “McMinnvillians.”

“Because we’ve had a last-minute change in agenda, we’re going to ask for Chloe to come up and speak to us for about ten minutes,” announced council President Kellie Menke, “on the matter of a prototype that she has built.”

The 11-year-old Thomas Edison took her seat at the witness table in the vast gulf between the council dais and the audience.

“Could somebody help her get the microphone just a little closer?” requested Menke, noticing that the mic was not prepped for a much shorter human than normal.

“I am here as a support for Chloe,” clarified the woman to her left. “I’m her teacher.”

Field trip!

“This project started in my language arts class. We watched a video on CNN for kids. There was a woman in San Francisco who created a mobile shower unit for the transient population,” explained the teacher. “We were talking about one day very soon, they’re gonna be the leaders of McMinnville.”

So, like any teacher looking to stimulate young minds, what did she do?

“I offered extra credit for anyone who came up with a creative solution.”

Chloe launched into a breakdown of her brainchild–a concept simple to understand, easy to visualize, and with a catchy name.

“The Wheel-A-Bed would be like a small–not necessarily a house, but like a shelter,” she described. “The idea is to make a small, about 7′ x 2′ x 2′ box-like shelter with a hollow inside. It would consist of a blanket or small mattress and small microwave for cooking food. The light bulb would be an LED light. The shelter would be solar powered.”

7′ x 2′ x 2′? That seems rather…casket-sized. But as Chloe pointed out, better this than a real casket.

“Homeless people need a shelter to keep them away from thieves, diseases, rain, criminals, and I think you get my point,” she said. Like a shrewd salesperson, she did momentarily acknowledge the device’s weakness.

“One con is the fact that the Wheel-A-Bed does only fit one person. It would be hard to think of just one way to fund a project like this. I know that my aunts, uncles, and grandparents would probably love to donate.”

“May she come up to show you her prototype?” inquired her teacher.

“Oh, we’d love to see it! Yes!” gushed council President Menke.

Chloe walked slowly across the room, holding up the shoebox-sized model with wheels.

“Very creative!” “Very nice!” complimented the councilors.

“Good job, mom and dad!” exclaimed Menke.

It was certainly a unique prelude to a council meeting. But this isn’t San Francisco, after all. I don’t see how McMinnville–the Paradise of the Pacific Northwest–could benefit from Chloe’s alternative sleeping chamber.

“I can understand the resistance of having RVs, campers, and cars parked in people’s residential neighborhoods, but the people living in these vehicles are still considered homeless,” pleaded the next commenter. “They are still people but are choosing a different lifestyle than most.”

“I’m also here to speak to the RV ordinance,” admitted another woman. “I am really concerned about the fines.”

“On March 21, we are going to allocate a certain portion of our workshop time to vehicular camping,” President Menke reminded everyone.

Well, Madam President, I know an 11-year-old visionary who I hope you invite!

Interview #82: Syracuse, NY Councilor Khalid Bey (with podcast)

Khalid Bey is dissatisfied in many ways with how the Syracuse Common Council operates. It is not transparent to the public and even he gets little notice about what transpires in the council chamber. We discussed the parts that are getting better, but also the parts that aren’t going to change anytime soon.

Q: Councilor, I want to read you this tweet:

How accurate is that observation?

A: I think unfortunately it may be pretty accurate. One of the concerns I’ve expressed in the past relative to council meetings is there is more politics involved and not as much good government. I always make the statement that politics disturbs good government. I’ve also made an effort to push for a charter review to reduce some of the ambiguity. There’s just some things that I think need to be made black and white so that the people understand the discussion that is going on in the chambers.

Q: If the Syracuse Common Council meetings were a board game, which would they be?

A. Monopoly

B. Jenga

C. Hungry, Hungry Hippos

A: I would probably say Jenga.

Q: So you have to be really careful because at some point it could all come tumbling down?

A: That’s right!

Q: Not only does Syracuse not video stream its meetings, but I did not see your meeting minutes online either. When I called the clerk’s office, they told me those documents are only available in their office in a physical book of council minutes. Why has the common council allowed this situation to continue?

A: Well, it’s interesting because I’d be surprised if most of the councilors even know that. Because I didn’t know that. I think oftentimes what you’re dealing with is certainly the city being a little behind the times. And we’re talking from a technological perspective. But also, established custom gets mistaken for rule. And sometimes these established customs have to be brought to the attention of the council and others for them to change. So I appreciate you bringing that to my attention because I will tell you: I did not know that.

Q: How often are you surprised about what you’re asked to vote on in a council meeting?

A: We get the agenda book less than 24 hours before we’re obligated to come and discuss it intelligently. This is an unfair advantage to the council. This council takes a beating from the media and the public because it often appears ill-equipped–which it most certainly is–having to speak intelligently on something that it just received less than 24 hours. In comparison to somebody from the administration who may have had it for weeks and months.

Q: Do you think the news coverage of the common council has to be thorough precisely because there is so little official documentation of what happens?

A: I think so. Certainly one of the things that people talk about is when they go live stream, the behavior of some of the councilors will change. That is true. That is an unforutnate thing because I need them to see the behavior they don’t know about.

Q: What behavior do you wish or hope will go away once there are cameras in the meetings?

A: I’ll speak for me. When I push legislation, they respond sometimes as if they’re doing me a favor. So I always try to make the case to them, listen: if you have a distaste for me, fine. But it’s not about me. You’re doing work for the people. And sometimes the responses sound as if you’re doing favors for me. If you watch them, that’s exactly what it looks like.

Interview #81: Middlesex Centre, ON Councilor Derek Silva (with podcast)

Derek Silva is in his second year as the Ward 4 councilor in Middlesex Centre and is a staunch advocate for video streaming his council meetings. He is leading the charge to get it done this year! Plus, we discuss whether his meeting time of 4 p.m. is a deterrent for potential councilors.

Q: Derek, you listen to the podcast so you are well aware that there is one HUGE problem with Middlesex Centre council meetings that I’ve talked about on here many, many times. And that problem is, say it with me–

(unison) Q: –video streaming. A: The Ward 3 Strangler.

Q: Wait, sorry, did you say the “Ward 3 Strangler?”

A: I said video streaming. What’s the Ward 3 Strangler?

Q: Uh, sorry, I misheard you. But yeah, video streaming. There is no audio visual evidence of your council meetings. What are your views on this travesty?

A: Part of the issue has been cultural. We do get a few folks at council meetings, but certainly past councils didn’t see it as a priority. I’m happy to report that in our search for new digital agenda software, staff is also using that opportunity to look into video streaming. I’m confident that for the next council session starting in December, live streaming will be there, maybe sooner.

Q: That is fantastic. Normally when I ask people that question, they’re like, oh it’s important…and I never hear from them again. But you’re saying you have a time! When you campaigned in 2014, you mentioned that streaming could be done at a cost under $1,000. How did you arrive at that figure?

A: I arrived at that $1,000 figure understanding that we are a small municipality. For the prices at the time, I didn’t see the need to invest a whole ton of money in getting a camera and start live streaming to YouTube. My direct comparison was to the city of London [Ontario], which bought multiple cameras which would automatically pan and tilt and zoom to the person speaking. And they were paying a private company to host the server. You keep adding all these extra layers and you realize this costs $40,000-$50,000. My point was, something is better than nothing, so let’s do something.

Q: In November, Deputy Mayor Aina DeViet asked for a list of start times of other municipalities in Ontario. Why did she want this? Are you guys having problems with your meeting start times?

A: Aina said that she had multiple people express an interest in running in the election this year. Which is great because in 2014, the only contests that Middlesex Centre had were in Ward 4 and for the school board trustees. Aina had been hearing from people who said, I’d love to run for council but Wednesday at 4 p.m.? Not gonna happen. I get that. Not exactly the most convenient time.

Q: Do you think there’s anything else scaring people away other than the meeting start time?

A: I think it’s a variety of reasons. If it was just attending meetings, I imagine lots of people would’ve run for office. But there are lots of people who aren’t built for a very customer service-type role in a lot of ways. It’s been said a lot lately, but there is definitely this misperception about what level of influence municipal politics has over your life. Municipal government has a much, much bigger influence and yet gets far less [of] pretty much everything.

Month in Review: January 2018

The first city council meetings probably began in Ancient Mesopotamia, but here we are 6,018 years later and they are still going strong! We rung in the new year with the inauguration of fresh council members and some unconventional suggestions from the old ones.

In perhaps the biggest event of 2018, I gave the annual State of the City Council Meetings address to a joint session of Congress. While I feel bad that they all had to return a few days later for some other “state of the” something, I got my message across loud and clear: I, too, can read a teleprompter.

And if someone tells you that January was just a so-so month for council meetings, you tell them, “when else are you gonna hear a councilor say the phrase, ‘Brawls Deep?'”

Interview #80: Peachtree City, GA Mayor Vanessa Fleisch (with podcast)

If you were riding on Peachtree City’s 100 miles of golf cart paths this week, you might have noticed Mayor Vanessa Fleisch and I talking about her council meetings. We discussed the one thing her council does extremely well, but also her tumultuous years of meetings as a council member alongside a controversial former mayor.

Q: I do have to compliment Peachtree City for having a surprisingly detailed set of minutes from all of your meetings. Not only are they detailed, you have the minutes going all the way back to 1959! Do you think your council has primarily focused on the minutes instead of the video?

A: Oh, without a doubt because according to the state of Georgia, the minutes are actually the legal part of it. The video and the audio are extra and something we do try to provide. Unfortunately, yes, we’ve run into glitches with some of the video and getting it right with our contractor. By law, it’s the minutes that are the important part.

Q: Hmm, I see. By the way, one of the things the city council did at its first meeting in 1959? Have the mayor call the post office and say, “hey, we exist now.”

A: [Laughs] Well that’s good because we still don’t have a postmaster and it’s been almost 60 years! So maybe you can help us with that.

Q: We might as well get to the stuff that the mainstream city council meeting podcasts are not talking about. How would you describe relations on the council under former Mayor Don Haddix?

A: I think it was a rather strange relationship, particularly during the council meetings. That is something that I think we’ve come a long way and are far more efficient with our meetings now.

Q: At the July 21 meeting in 2011, there was a resolution for the censure of Mayor Haddix. That included a vote of no confidence and a request for his resignation. The mayor’s complaint was the censure had been added the night before and he hadn’t had appropriate time to write a rebuttal. Do you recall if he was blindsided with that and if that was kind of the point?

A: I do not recall that specifically. I do know by law, when we do make changes to the agenda, it has to be done 24 hours in advance. I can’t imagine he was totally blindsided. We move far more professionally now. That was a difficult period for the city.

Q: How much of the censure was about protecting the city’s image and then how much was it about your professional discomfort with a coworker?

A: There was a concern that we were continually on the front page of the paper with some of the issues at our meetings. It’s very difficult to get things done when you have continual upheaval at your council meetings. A lot of it was to protect the city in general because there’s a lot of consequences to the public airing of discord at these meetings, when there’s a lack of professionalism. It was more about the city–34,000 people is what I think about every day.

Q: You were not really inside the “ring of fire” in those meetings. Was your experience different from those of the other council members?

A: There were a lot of fireworks at the meetings and I didn’t think it was very productive to have just one more person entering into the fray. So yes, I stayed out of a lot of it.
